ON CALIFORNIA INSURANCE EXAMS

The CA Dept of Insurance continues to make sweeping changes to it licensing program, including c.e. requirements.

Recently, it split the property & casualty license into two separate licenses, as it did previously with Life & Health.

Further, P&C licensees who wish to sell Health Insurance must qualify for and obtain a separate Health license (no grandfathering), even though they have sold Health Insurance under the old rules.

We now have the Limited Auto license for those who are selling only personal auto insurance; and there’s the older license — Personal Lines — for sellers of homeowners/renters/earthquake insurance and/or personal auto insurance.

In the past several years, the requirements have evolved to include several special/designated courses, such as:

* Anti-Money Laundering (Life Agents, 3 credit-hours)
* Long-Term Care (Life Agents, 8 credit-hours each two-year licensing cycle)
* 8-Hours Annuities Training (Life Agents, one-time in initial two-year licensing cycle)
* 4-Hours Annuities Training (Life Agents, every two years following 8-Hours Annuities, two-year cycle)
* Earthquake Insurance (Property-Casualty, Personal Lines, 2 credit-hours, one-time)
* Home Valuation (Property-Casualty, Personal Line, 3 credit-hours, one-time prior to doing any CA homeowners’ insurance valuation)
* Flood Insurance (PC & PL Agents-Brokers who wish to sell Flood Insurance, 3-credit hours, one-time).

IMPORTANT NOTICE FROM CA DEPT OF INSURANCE, RE: HOMEOWNERS’ INSURANCE VALUATION C.E. REQUIREMENT

Sacramento, CA — On or after June 27, 2011, prior to estimating the replacement value of structures or explaining the various levels of coverage under a homeowners’ insurance policy, California resident P&C and Personal Lines agents and brokers who have not previously completed the 3 credit-hour homeowners’ insurance valuation training, must do so.

Completion of this course will fully meet the training requirements. The training requirement is part of, and not in addition to, the agents and brokers’ continuing education requirements. This appears to be a requirement only if the agent or broker is going to be doing homeowners’ insurance valuations.

We are currently working on our own Ca Homeowners’ Valuation Course and will notify you when it is completed and approved. In the meantime, we recommend that you purchase the course from WCS; i.e., http://wcspublishing.com/items.php. Barry Caudill is the owner and will treat you well.

Thurs., 03-24, 2011.  SACRAMENTO. CA–The CA Dept of Insurance (CDI) announced earlier this month that it has sub-contracted its pre-licensing exam scheduling and administration to PSI Services, LLC, a firm which contracts with several other state depts of insurance. Anyone needing to schedule a California insurance licensing exam from now on will first file the licensing application with the CA Dept of Insurance at http://www.insurance.ca.gov. Once they have completed the app, and it’s accepted, and paid for (ostensibly online), the applicant/candidate can then proceed to http://psiexams.com.

Once you get to the PSI website, it can be confusing if you haven’t been there before. It used to be that you paid for your initial exam with the CDI application. It’s not clear at this point if that’s still the case, although I suspect it is. But you can’t schedule exams on the CDI website anymore; they refer you to the PSI site. First, you have to sign up on the PSI site, using your name, email address, and create a password (which you will need to write down somewhere).

Then, in order to sign up for and schedule for your exam, you’ll have to register by filling in the PSI form (which is similar to the CDI app only not quite as involved). Then you’ll be given access to the scheduling page(s) and can complete that process; they accept major credit/debit cards.

WORD OF WARNING: http://psiexams.com is not compatible with any internet program except Internet Explorer. So if you use Firefox or Safari or other program, it may appear to work initially, but you won’t be able to complete the process. I tried it using Firefox and was stopped when the program refused to accept the client’s birth year. When I finally used Internet Explorer, I was able to complete the form, pay for the exam, and print/save all the documentation. It took hours and two phone calls to PSI to figure all this out.  And I still have come questions about it. So if you have problems with it, call me at 619-244-1014. I’ll try to help you.

If you’re the kind that likes to do it yourself, go to http://www.insurance.ca.gov (CA Dept of Insurance) and to http://www.psiexams.com (exam scheduling and administration/coordination for CA insurance License Exams) to peruse those websites and read their instructions.  Again, if you have questions about any of it you can call me. I won’t charge for answering questions, so long as I don’t have to take a lot of extra time to do the research.

INSURANCE LICENSE APPLICANTS: If you want your CA application process to be accomplished easily, without much time and effort on your part, I’ll file the app online and schedule your insurance or real estate exam date for you. My fee is $20 for the app, and it’s $10 to set up your Exam Scheduling account and schedule your exam with the scheduling service (after completing the licensing app). You and I can fill in the app together over the phone, if you like. It takes about 20 minutes to complete the app in most cases & another 20-30 minutes to complete the exam scheduling process. PC Agents Get Extra Time for A&H

No Grandfathering
of Accident & Health
License for PC Agents

The CA Dept of Insurance has given PC licensees who wish to sell accident & health insurance six months from Jan. 1, 2011 to take the required pre-licensing classes, file the application, pay the licensing and exam fees, and take the examn.

The Dept of Insurance separated the health & accident license from the property & casualty license, beginning in January 2011, with no grandfathering of the accident & health authority to already licensed PC agents/Brokers.

Current CA p&c licensees will have to take an additional course, apply and pay for, and take the accident & health exam to be licensed to sell A&H insurance.

The opportunity for current PC licensees to apply for the A&H began Dec. 1. But so many requests came in from the CA insurance industry asking for more time to comply, that the CA DOI in a written Notice gave the extra six months for PC agents who have been selling A&H insurance already to comply with the new licensing requirements.

New licensees have the option of applying for the PC/A&H-combined license or can apply for one or the other, much as the life and A&H licensees do currently.

APPLICATION UPDATES:

1. The CA Dept of Insurance allows
license applicants to reschedule their
exams up to two days before the scheduled
date, at no charge. Try to do it the day
before, and their website says they will
charge you $41.00.  See below for
instructions on how reschedule your license exam.

2. You can retrieve your Checklist, Attestation Page, and
finished application from the FLASH program, even if you were unable to
save or print it after paying for it (during the application process).
See instructions on this blog on how to do this.
Applicants routinely had trouble accessing, saving, and printing
out the documents they needed to take with them to the exam site.
This meant delays in getting the license(s), even though the
Dept of Insurance allowed taking of the exam without the paperwork
in hand. These two additions to the FLASH program were
welcomed as they gave potential licensees more leeway.

1.  It is best to pull a copy of Form #441-9,
“State of California Department of Insurance
Individual License Application,” from the

To obtain the form, click on,

3. Under, “Forms,” click on ”Frequently
Requested Forms.”

4. Scroll down to the appropriate
Form 441-9,and click on the format
that’s appropriate for you.

5. Print out the form, which you can fill in
and use as your reference when you
actually fill in the form for real under the
Dept. of Insurance’s FLASH program.
Or you can click on FLASH and fill
in the application directly in the
FLASH program.
6. When you are ready to go online to fill in
the FLASH application at
http://www.insurance.ca.gov, click on
“Industry.”

7. Then go back to the home page and
click on “Agents and Brokers”

8. Click on “Insurance License Applicant
Information.”

9. Click on, ”Apply for an Insurance License
Online – FLASH.”
10. Click on
Fast Licensing Application
Service is Here (Flash
).”

11. Scroll down to “Click here to apply for
an Insurance License using the (Click on)
CDI’s ‘FLASH Online Application.’”

12. If you get a “Security Alert,” click, “Yes.”

13. Under, “Fast Licensing Application
Service,” scroll down and click
on, “Start Application Here.”

14. (If at any point you need to exit the
FLASH application process before making
payment, you can do by clicking (on the left)
on, “Save & Exit.” Give the document a
user name and password (follow the
instructions on that page). That will allow
you to reenter the program at a later time
and/or date. Once you submit payment
and it is accepted, you cannot reenter
the program.

15. The Online application skips Item #1
on the application. (If you are filing by
mail, check, “Permanent.”)
16. Item #2
on the application: check
the box for the appropriate license for
which you are applying.

Please note the following information
when filling out your application:

1) If you are going for both the Life and
Accident & Health License, you will need
to check both boxes — Life Only, and
Accident & Health. The fee still will be
$185.00 and you will only take one exam.

2) Item #4, enter Last Name, First Name,
Middle Name.
You will need to enter your
full middle name (if you have one; the
application will not permit a middle initial).
If you do not have a full middle name,
click, the “No Middle Name,” box.

3) On Item #28, on the work history,
you must go back from Present to a full
five years. Do not leave any month out,
even if you were unemployed. Fill in every
time frame for five years from the current
month. FLASH will not allow you to enter a
foreign city or country (except certain
territories of the U.S. and military). In such
cases, put your current city and in that space
also type, “See Letter.” Then enter California
or the appropriate state. After you complete
the application you will need to write a brief
letter explaining that you were employed by
the particular company referenced and that
it was in the certain foreign city and country.
Example: “San Diego (See Letter).”
3. Item #31, if you plan to use a fictitious
business name, it must be approved by
the Dept. of Insurance before you can use it.

4)Item #32, for Life Agent applicants only,
“Yes” or “No” as to whether you will be
selling variable contracts. If you don’t know,
mark, “No.” If you don’t have a securities
license you aren’t registered with SECO or
NASD, mark, “No.” If the answer is yes, you
will have a CRD#; list it here. If you don’t
know what it is, you don’t have one, mark,
“No.”

5) Item #33, Life Agent applicants only:
If you are only going to sell funeral and
burial expense policies and if you are
applying for the pre-need/limited life license,
mark, “Yes.” Otherwise, mark, “No.”
6. Item
#34, if you have completed your pre-licensing
classes mark, “Yes.” If not, mark, “No,”
even if you will finish very soon. Just be
sure you complete the classes before you
are to sit for the exam.

6) Item #35, “Background Information
Questions.” Read and answer these carefully.
Answering yes will require documentation.
Answering no when you should have answered
yes will likely keep you from getting your
license. Note: on the Background Information
question asking about bankruptcies. Only
those bankruptcies involving funds held for
other parties (such as an insurance agent or
broker who delcared bankruptcy while holding
premium payments or other monies for clients
or the carrier(s) when s/he filed.

7) When you have filled in the entire
application, the program will allow you
to edit it and will offer you a choice of
printing out the summary. This is your
choice to print or not. (This will also be your
last chance to “Save & Exit,” If you should
need to do so for any reason.)

FINISHING THE APPLICATION

1. After reviewing the Summary, click on
“Proceed to Payment.” The program accepts
Visa, MasterCard or American Express.

2. When your payment has been accepted
print out the payment confirmation page
and then click “Next.” (You can no longer
go back to change or work on your application
at this point.)
3. Read the instructions and hit,
“Next.” The program will give you the options
of opening, saving, or canceling. “Save” the
program to your hard drive; give the document
a name you will remember and put in a place on
your hard drive where you can find it. (You may
need or want to print copies later on/)

4.  You will now be given the opportunity to
“Open” the document and print it out. It will
give you a Checklist page and a full, finished
copy of your application. You will need an
updated or recent version of Adobe Reader
to print the document file.

5. If you are not able to print the documents
for whatever reason, try to print it from your
saved document on your hard drive. If that
does not work, you will have to call the Dept.
of Insurance at 1-800-967-9331 and ask them
to mail it to you. Or email them at
license.bureau@insurance.ca.gov and tell
them you could not print it out from the
online application program. You do not
need these documents to take your exam,
however.

ONLINE EXAM SCHEDULING

1. Go back to the Dept. of Insurance
Home Page and click on, “Agents & Brokers.”

2. Click on, “Producer Online Services.”

3. Click on, “Online Examination Scheduling.”

4. Scroll down to, “Online Examination
Scheduling (should be highlighted
in a paragraph down the page
about three paragraphs;
it’s there, trust me!)

5. Fill in the license type, last name,
first name, and Social Security number,
and click on “Schedule.”

6. Keep following the prompts until you
have scheduled your exam. Then print out
the exam confirmation sheet (It’s a good idea
to save that document to your hard drive
before you print it).
7.  Read the directions carefully.
If you’re not a U.S. citizen you will need a
copy of your work authorization.

8. If you answer yes to any of the
background information questions,
you will need to provide the documents
cited under that question on the
application.

9. Take all documents cited on the
Checklist with you to the test site in an
envelope that you will seal and give to
the people running the state insurance
license exams.

10. If you are missing documents at the
test site, they will likely allow you to take
the exam if your name is on their list,
but not having them can slow up the
issuance of your license.

11. Take a Visa or MasterCard or check
made out to “I.I.S” for fingerprinting,
which will occur at the test site when
you have completed the state exam.
They will fingerprint you and take your
money, pass or fail.

12. A feature of the FLASH Exam
Scheduling Service is that the CA Dept.
of Insurance will allow you to reschedule
your insurance exam up to two days prior
to your scheduled exam. There is no charge
for this re-scheduling. Try it one day before
and they will not allow you to reschedule
and it will cost you $41 to reschedule
following the scheduled date of your exam
if you miss the exam or fail it.
(See No. 13 below)

13. If you miss your exam, or fail, it will cost
you $41 to reschedule. The day after your
first exam date you can reschedule the
first retake for the earliest available date
and time. 13. The time between retakes
increases as you continue to reschedule
exams.
